Terms of Use

[Chapter 1 General Provisions]
Article 1 (Purpose)
These Terms and Conditions govern the use of the email and website construction services (hereinafter referred to as the "Services") provided by the International Center (hereinafter referred to as the "Website").

Article 2 (Definitions)
The terms used in these Terms and Conditions are defined as follows:
1. Member: A person who has been granted a user ID
2. ID: A combination of letters or numbers approved by the Website
3. Password: A combination of letters and numbers set by the member for confidentiality purposes

Article 3 (Effectiveness and Changes)
① The contents of these Terms and Conditions become effective upon posting on the Website homepage or notification by other means.
② The Website may change these Terms and Conditions, and any changes will become effective upon notification to users.

Article 4 (Applicable Provisions)
Matters not specified in these Terms and Conditions shall be governed by the provisions of the Framework Act on Telecommunications, the Telecommunications Business Act, and other relevant laws and regulations.


[Chapter 2 Service Use Agreement, Article 5 (Establishment of Use Agreement)]
The Use Agreement is established upon the website's approval of the user's application for use and the user's agreement to the terms and conditions.

Article 6 (Application for Use)
Users may apply for use online by filling out the application form provided on the website.

Article 7 (Approval of Application for Use)
① Application for use shall be approved if the member has accurately filled out all the information in the application form.
② Application for use may not be approved in any of the following cases:
1. If your current residence is not within the district office.
2. If your business, corporation, or organization does not have an office within the jurisdiction of the website.
3. If you provide false information in your application.
4. If you apply using someone else's name.
5. If you fail to meet other application requirements.

Article 8 (Changes to Contractual Terms)
Members may request changes online if any of the information provided during the application process changes.


[Chapter 3 Obligations of the Contracting Parties]
Article 9 (Obligations of the Website)
The website will not disclose or distribute any personal information of members known in connection with the provision of services to third parties without the member's consent.
However, this does not apply if there is a request from a government agency pursuant to the provisions of the Framework Act on Telecommunications, etc., if there is a request for criminal investigation purposes, or if there is a request pursuant to procedures stipulated in other relevant laws and regulations.

Article 10 (Member Obligations)
① Members must not engage in the following acts when using the Service:
1. Unauthorized use of another member's ID.
2. Copying, publishing, or providing information obtained from the service to a third party.
3. Infringing on the website's copyright, the copyrights of third parties, or other rights.
4. Distributing content that violates public order and morals.
5. Actions objectively judged to be related to crime.
6. Actions that violate other relevant laws and regulations.
② Members may not use the service for commercial purposes, and the website is not responsible for any consequences arising from the use of the service for commercial purposes.
③ Members may not transfer or donate their right to use the service or any other contractual rights to others, nor may they provide such rights as collateral.

[Chapter 4 Service Use, Article 11 (Obligations Regarding Member Websites)]
① Members may, as necessary, manage their own website, bulletin board, guestbook, and registered data. Members are responsible for managing and maintaining the website.
② Members may not arbitrarily delete or modify any material provided on the website.
③ Members must not post content on their website that violates public order and morals, or content that infringes on the copyrights or other rights of third parties. Members are responsible for all consequences arising from the posting of such content.
④ Members are responsible for managing their own websites, including through backups.

Article 12 (Management and Deletion of Member Posts)
① To ensure efficient service operation, we may limit members' memory space, message size, and retention periods. Posted content may be deleted without prior notice if it falls under any of the following categories:
1. Content that defames or slanders other members or third parties, thereby damaging their reputation.
2. Content that violates public order and morals.
3. Content deemed to be linked to criminal activity.
4. Content that infringes upon the website's copyright, the copyrights of third parties, or other rights.
5. Members post obscene material or link to obscene websites on their own websites or bulletin boards.
6. Content deemed to violate other relevant laws.

Article 13 (Copyright of Posts)
The copyright of posts belongs to the poster. Members may not commercially use materials posted on the service, including processing or selling information obtained through the service.

Article 14 (Service Usage Hours)
In principle, the service is available 24 hours a day, 365 days a year, unless there are special operational or technical difficulties. However, this does not apply in the event of regular maintenance or other reasons.

Article 15 (Responsibility for Service Use)
You may not use the Service to engage in any activities, such as hacking, linking to pornographic websites, or illegally distributing commercial software. The District Office is not responsible for any business consequences, losses, or legal action by relevant authorities resulting from violations of this provision.

Article 16 (Suspension of Service Provision)
Service provision may be suspended in any of the following cases:
1. In unavoidable circumstances due to construction, such as maintenance of service facilities.
2. In cases where a telecommunications service provider, as defined by the Telecommunications Business Act, suspends telecommunications services.
3. In cases where system maintenance is required.
4. In cases of other force majeure.

[Chapter 5 Contract Termination and Restrictions on Use, Article 17 (Contract Termination and Restrictions on Use)]
① If a member wishes to terminate the service agreement, the member must submit a request for termination online. The website will take action after verifying the member's identity.
② The website may terminate the service agreement or suspend service use without prior notice if the member engages in any of the following acts:
1. Use by others If your ID or password is stolen
2. If you intentionally interfere with service operation
3. If you apply for membership with false information
4. If the same user registers twice with a different ID
5. If you distribute content that violates public order and morals
6. If you engage in acts that defame or disadvantage others
7. If you transmit large amounts of information or advertising information with the intent to interfere with the stable operation of the service
8. If you distribute computer virus programs that cause information and communication equipment to malfunction or destroy information
9. If you infringe upon the intellectual property rights of the website, other members, or third parties
10. If you improperly use another person's personal information, user ID, or password
11. If a member posts obscene material on their website or bulletin board or links to obscene websites
12. Other If it is determined to be in violation of relevant laws and regulations,


[Chapter 6 Disclaimer, Article 18 (Disclaimer)]
① The website is not responsible for any information or materials obtained by members through the use of the service.
② The website is not responsible for the reliability, accuracy, or any other content of information, materials, or facts posted by members on the service.

Article 19 (Jurisdiction)
In the event of a lawsuit arising from the use of the service, the court with jurisdiction over the location of the website's headquarters shall have exclusive jurisdiction.


[Supplementary Provisions]
These Terms and Conditions shall take effect on July 15, 2025.
